EU Imposes 5.4% Duty on Brazilian Plywood

BELGIUM –    The European Commission has imposed provisional anti-dumping duties of 5.4% on Brazilian softwood plywood imports, aiming to curb a surge of cheaper shipments that have undercut European producers and squeezed margins.

The measure, enacted under Commission Implementing Regulation (EU) 2025/2219 on 3 November 2025, took effect on 5 November, pending a final decision following further investigation.

According to the Commission’s findings, imports of Brazilian softwood plywood rose by about 30% between 2021 and the investigation period, even as EU consumption fell by 7%. Over the same period, EU production and sales each dropped 24%, and profitability declined from 15% to 2%. Total Union production reached 675,726 cubic metres.

The average price of dumped imports was found to be EUR 302/m³, compared to EUR 508/m³ for EU producers, implying a 31.8% undercutting margin. Production costs rose 33%, leaving many mills unable to cover rising expenses.

Provisional duties of 5.4% apply to Indústria de Compensados Sudati Ltda, Conply Indústria de Compensados Ltda, and Indústria de Compensados Guararapes Ltda. Exports by Nereu Rodrigues & Cia Ltda were exempted. The same rate was applied to other Brazilian exporters for enforcement purposes.

European industry associations welcomed the move as essential to stabilizing prices, while importers warned it could raise costs for sectors such as furniture and construction.

The Commission’s final decision will follow after stakeholders submit further evidence. If confirmed, the duties could reshape trade flows into the EU and affect global plywood markets.
